Profile
  • Professor So Young Kim is the Vice President of International Office of KAIST and a former head of the Graduate School of Science & Technology Policy of KAIST.
  • Specializing in R&D policy, she has led large S&T policy projects on research funding and evaluation, basic science, science and engineering workforce, science-based ODA, and emerging technology governance. At KAIST, she has held various positions including director of the Korea Policy Center for the Fourth Industrial Revolution, project manager of the Establishment of Kenya-AIST Project, Director of Smart Research and Education Center, president of the Women’s Faculty Council, vice-president of the Faculty Council, and chair of the KAIST 50th History Publication Committee. As a public intellectual, she has served on numerous governmental committees including Special S&T Committee of the Presidential Commission on National Integration (as a chair), the Spent Nuclear Fuel Policy Review Committee Chairperson (as a chair), and the National S&T Vision Committee. Her awards and honors include: the Minister’s Award for National Strategic Technology from the Ministry of Science and ICT (2024) and the National Assembly Award for Service in Science and Technology (2019). Internationally, Prof. Kim has provided consulting and advisory services on science ODA and emerging technology governance to various international organizations such as the World Bank, AfDB, WHO, UNDP, UNEP, UNIDO, UNESCAP, OECD Nuclear Energy Agency, World Economic Forum, etc. Elected to the Korea Academy of Science and Technology.
  • Professor Kim received her B.A. and M.A. from Seoul National University and her Ph.D. and M.S. from Northwestern University as a Fulbright Scholar.
