The 21st century is an era where technology transcends borders, encompassing diplomacy, security, economy, and development simultaneously.
However, research and policy still remain in a fragmented approach, treating domestic and international, public and private, science and policy as separate realms. Now is the time for a new platform that can organically link national strategies, international cooperation, and global governance.
G-CODEs was launched out of the awareness that, although science and technology are emerging as key tools in diplomacy and international strategy, a systematic national-level strategy to connect and utilize them is lacking.
In the field of international development cooperation, science and technology are still regarded as auxiliary elements, limiting effectiveness and sustainability. Furthermore, the capacity for designing cooperative frameworks and policies to respond to transnational issues like the climate crisis, global conflicts, or pandemics is still insufficient.
Therefore, G-CODEs was established to enable Korea's science and technology policy capacity to play a meaningful role on the global stage by building partnerships that span both developed and developing countries and designing an international cooperation platform centered on technology.
Based on the interdisciplinary research capacity and international credibility of KAIST’s Graduate School of Science and Technology Policy, G-CODEs aims to create a new knowledge ecosystem that organically connects technology, policy, and global development.
