Title: The Second Trump Administration's Shifts in AI Strategy and Their Implications for National Policy

Summary of Presentation and Discussion

Mr. Dong Min Shin provided an overview of the evolving landscape of international politics surrounding science, technology, and AI diplomacy amid intensified geopolitical competition.
He discussed science, technology, and AI diplomacy amidst the international political climate, where issues such as strengthening the US-led Indo-Pacific alliance, regulation of the AI and semiconductor supply chain, and AI governance, ethics, and safety are highlighted on major international platforms.
The lecture examined the innovation and supply-chain control policies of the United States, China, and Europe, as well as emerging approaches to responsible AI development.
Mr. Shin discussed Korea's strategic priorities—enhancing national capacities in data, computing, AI application, strengthening Korea-U.S. and trilateral (Korea-U.S.-Japan) cooperation, and exploring strategies for Sovereign AI.
The session also addressed the U.S. stance on SDG governance, the maturation of AI agendas within multilateral settings, and the need to reinforce Korea's science-and-technology diplomacy framework to remain globally competitive.

Speaker Biography

Mr. Shin currently serves as Director of the Office of International AI Diplomacy at the Ministry of Foreign Affairs of the Republic of Korea.

Since joining the Ministry in 2008, he has held diverse diplomatic postings, including:
  • - Korean Peninsula Peace Negotiations Division (2014 – 2016)
  • - Permanent Mission of Korea to Vienna (2016 – 2018)
  • - Embassy of Korea in Zimbabwe (2018 – 2020)
  • - Consulate General in Honolulu (2022 – 2024)
  • - Deputy Head of the Preparatory Team for the UN Plastics Treaty (2024 – 2025)
Mr. Shin holds a B.A. (2005) and M.A. (2010) in International Relations from Seoul National University, and earned his Ph.D. (2015) in War Studies from King's College London.
